COMMUNITY HOME REPAIR LOAN
• Eligibility: Income qualified home owners in Reading • Purpose: Roofing, windows, emergency repairs, heaters, Plumbing, etc. • Maximum: $5000. • Terms: Loan 3% interest 5 year payment period. • NHS of Greater Berks, Inc. takes your application in English or Spanish. • NHS interviews you at your home, inspects and prepares specs. • Bids are obtained from pre- qualified contractors. • Jobs are monitored for quality.
KEYSTONE RENOVATE & REPAIR LOAN
• Eligible Geographic coverage area: Reading and Berks County • Income of up to 150% of Median • $35,000 maximum repair loan. • 120% loan to home value ratio figured “post project”. • Loan Rate typically 1% lower than market. (Call for quote)
• Improve basic livability or energy efficiency. • General improvements including additions, renovations to improve safety & accessibility. • Roofing, siding, windows, kitchens and baths, finished basements and one car garages. • Lead abatement. Water and sewer laterals. • Technical assistance by NHS staff: Pre-screen contractors, monitor job progress. • Other repair financing program are available depending on funding.
MAJOR SYSTEMS REPAIR PROGRAM (MSRP)
Objective:
To administer a major system improvements program to senior citizen owner occupied residential structures located in the City of Reading.
Purpose:
To meet a community development need that will benefit low to moderate income senior citizens in need of major system improvements in their Reading City owner occupied residence.
Geographic Area:
City of Reading
Target Population:
Owner occupants, 62 years or older, of single family residential property.
Income Guidelines:
Household income must be within 80% of HUD Area Median Income guidelines. (Click Here)
Maximum Assistance:
$5,000
Terms:
One year forgiveness grant.
Other Factors:
Yearly program administration is as funding allows.

NAP HOME REPAIR GRANT PROGRAM (HRG)

Objective:
To provide funds for necessary home maintenance and repairs to qualified homeowners in NHS target neighborhoods
Purpose:
To provide non-debt financing to low to moderate income homeowners in need of repair or replacement of major systems or other structural deficiencies
Geographic Area:
City of Reading (See Neighborhood Building for Area Maps) 6th, 15th & 10th Wards Only.
Target Population:
Owner occupants of single family residential properties.
Income Guidelines:
Household income must be below 80% of HUD Area Median Income guidelines.
Maximun Grant:
$5,000
Terms:
One year forgiveness grant.
Other Factors:
Program administration period is for 2009. Grant may be supplemental with funding from other sources.
